MINUTES
PINE TOWNSHIP SUPERVISORS MEETING
April 3rd, 2023

The Pine Township Board of Supervisors held their regular meeting at 7:00 PM at the Pine Township Municipal Building in Heilwood. Ryan Shultz, Chris Cameron and Keith Muir were present. Ryan Shultz called the meeting to order then led the Pledge of Allegiance and welcomed all visitors.

There were no Guest Speakers.

The Board approved the Minutes from the March meeting. A motion to accept the minutes was called for by Mr. Muir, seconded by Mr. Cameron. Motion carried.

The Treasurer’s Reports and Timesheets were presented to the Board. A motion to accept the reports was called for by Mr. Cameron, seconded by Mr. Muir. Motion carried.

Bills were reviewed. Mr. Cameron moved to pay the bills on the agenda totaling $3,598.76.
General Funds $3,598.76, State Funds $0. Mr. Muir seconded; motion carried. The Balances after expenditures are General Fund $ 563,536.11 and State Fund $460,859.64.
 
The Roadmaster’s Report was presented to the Board. A motion to accept the report was made by Mr. Cameron, seconded by Mr. Muir. Motion carried.

The Police Report was reviewed A motion to accept the report was called for by Mr. Cameron, seconded by Mr. Muir. Motion carried. 

The Supervisors Discussed the proposed a traffic pattern project by Penndot Traffic Planning and Design to make changes to the 403/422 intersection in Strongstown. This project would consist of vehicle activated sensors at the intersection from all directions signaling a vehicle approaching the intersection, along with rumble strips on 403. They would also redo the blinking lights on 422.

Although not on the agenda, Mr. Shultz presented 3 bids for a Woods attachment rear blade. The bid from Manor Motors was accepted for $9,500. A motion to accept the bid was called for by Mr. Cameron, seconded by Mr. Muir. Motion carried. 

The Unfinished Business consisted of opening and awarding bids for road resurfacing. The bids were as follows: 
Stone Bid, 50 ton of #8 stone/ Homer Sleek and Sons 32.79. Bid was awarded to Homer Sleek & Sons.
Oil Bid, 40,000 gallons of E-5 delivered and applied/Midland Asphalt Materials, Inc 2.82/
Suit-Kote Corporation 2.69. Bid was awarded to low bid Suit-Kote Corporation.

New Business.
Consisted of a motion by Mr. Shultz to advertise for 500-ton #8 limestone. Mr. Muir seconded. Motion passed with all supervisors in agreement. 

The second order of business, the Supervisors were presented with Resolution # 2023-0308. The resolution is pertaining to supporting the PA Commission for the US Semi quincentennial. Mr. Shultz motioned to pass Resolution #2023-0308. Mr. Muir seconded. Resolution #2023-0308 passed with all Supervisors in agreement.

Next, the Supervisors were presented with Resolution #2023-0327. The resolution is for Berkheimer pertaining to appointing Jodi Templeton as Secretary/Treasurer to replace Jennifer Lindahl. Mr. Shultz motioned to pass Resolution #2023-0327. Mr. Cameron seconded. Resolution #2023-0327 passed with all Supervisors in agreement.

Lastly, Mr. Shultz participated in a discussion with the County Commissioners concerning an Emergency Authority. A motion was made by Mr. Muir to continue with future discussions of an Emergency Authority, seconded by Mr. Cameron. Motion carried. 

There were Public Comments. 

Announcements. Spring Clean-Up will be held June 9th, 10th and 11th from 7 AM – 7 PM.

Mr. Cameron then moved to Adjourn the April meeting. Mr. Muir seconded the motion. Motion carried. The April meeting was adjourned at 7:33 PM.
