MINUTES
PINE TOWNSHIP SUPERVISORS MEETING
 May 6th, 2024


The Pine Township Board of Supervisors held their regular meeting at 7:00 PM at the Pine Township Municipal Building in Heilwood. Ryan Shultz, Chris Cameron, and Keith Muir were present. Ryan Shultz called the meeting to order then led the Pledge of Allegiance and welcomed all visitors.

There were no Guest Speakers. 

The Board approved the Minutes of the April 2024 meeting. A motion to accept the minutes was called for by Mr. Muir, seconded by Mr. Cameron. Motion carried.

The Treasurer’s Reports and Timesheets were presented to the Board. A motion to accept the reports was called for by Mr. Muir, seconded by Mr. Cameron. Motion carried.

Bills were reviewed. Mr. Muir moved to pay the bills on the agenda totaling $360,160.55.
General Funds $360,160.55, State Funds $0. Mr. Cameron seconded; motion carried.
The Balances after expenditures are General Fund $325,219.46 and State Fund $$470,313.92.
 
The Police and the Roadmaster’s Reports were reviewed. A motion to accept the reports was called for by Mr. Muir, seconded by Mr. Shultz. Motion carried. 
 
The Supervisors Discussed: The Pine Township Park has an official address - 326 First Avenue, Heilwood, PA 15745. Playground mulch has been delivered and installed. The roadcrew has been installing and fixing driveway pipes. Mr. Shultz gave update on the Kinter Station Bridge. 

Unfinished Business consisted of an update on the emergency services authority along with a motion to strike tabled Ordinance No.52, which would delegate the administration of emergency medical services for Pine Township to the Authority This ordinance is no longer valid. Once the authority is ready to do so, the ordinance will be done as a consolidated ordinance as a group. A motion to strike the ordinance was called for by Mr. Muir, seconded by Mr. Cameron. Motion carried.

Although not on the agenda, motion by Mr. Shultz to approve the change orders for the Kinter Station Bridge project. Mr. Muir seconded. Motion carried.

Advertising of the pull behind hydraulic road broom on Municibid was deferred due to another township expressing interest. The interested township will need to discuss at their board meeting. Motion to table until next meeting by Mr. Shultz. Mr. Muir seconded. Motion carried.

Veteran banners to be hung throughout the township. We do not carry the liability coverages required in the Penelec pole attachment agreement. An alternative could be to use sign posts to hang banners. Received bids for 12’U channel green sign posts and 3’6” U channel bases as follows:
  Chemung Supply (50) 12’posts $23.00/ea. (50) 3’6” bases $10.50/ea. Delivery $30.00 Total $1,705.00
  US Municipal (50) 12’posts $27.95/ea., (50) 3’6” bases $8.36/ea. Delivery $75.00 Total $1,890.50
Motion by Mr. Muir to accept the bid from Chemung Supply, seconded by Mr. Cameron. Motion carried.

New Business consisted of a motion to propose a resolution to increase elected auditor compensation. Gov. Josh Shapiro signed into law Senate Bill 740 as Act 10 of 2024, which amends the Second Class Township Code to authorize the board of supervisors to increase the compensation for the elected auditors. Motion to table until October meeting by Mr. Cameron. Mr. Muir seconded. Motion carried.

Public comments: Residents expressed disappointment banners can’t be hung from poles due to liability issues.

Announcements: Sub sale May 11th: Spring Clean-Up June 7th, 8th & 9th from 7 am – 7 pm

Mr. Cameron then moved to Adjourn the May Meeting. Mr. Muir seconded the motion. Motion carried. The May 2024 meeting was adjourned 7:41 PM. Attendees: See attached list.
